Uniforming Policy for Scout Leader Basic Training

A question for some of the Scouters involved with training or Scouters
who know their councils training regulations.
Here in Narragansett Council we have a Boy Scout Leader Basic Training
program we call "Witscheman". This program trains Scoutmasters,
Assistant Scoutmasters, Committee Chairpersons, and other Boy Scout
Leaders (i.e. Committee Members, Unit Commissioners, etc.). Our Troop
had five committee members ready to sign up for this program. However,
another committee member who represents the training committee stated
that all participants must wear at least wear a shirt. This is an item
many on committee do not have. Because of this requirement we only have
one committee member going, I think this is a loss for Scouting.
I would like to hear what other councils do in this situation. I hear
this may be a national policy.
