OA Election procedures

As CC of our troop I want to be sure that our OA elections are being
held properly. I was expecting our Chapter Advisor last week, but he
wasn't able to attend. I am not a member, so I don't get updates on
rule/procedure changes. I do understand that election procedures were
changed last year. I read about the changes here, and am under the
impression that the troop is allowed to vote for all eligible
candidates, not half of them, like it used to be.
We have 5 scouts that have met the requirements. In the past, the troop
membership could place three names on their ballots (50% of those
eligible- rounded up). Each boy's name would have to be on 50% of the
ballots to 'get in'. This limited the possibility of being accepted to
no more than three scouts per year.
Now, I understand that the membership may place all five names on their
ballots if they so choose. Therefore, there is a distinct possibility
that all five eligible candidates may get voted in, provided they all
receive at last a 50% majority of the vote.
Is this right?
