Whether or not you NEED an outfitter is based on the level of expertise of
the Scouts and Scouters of your troop and the river's class. If it's your
first trip, I would suggest seeking out a good outfitter. If your troop is
very experienced in this sort of thing, and have properly trained adults to
go along, you could probably do the trip yourself.
Now, I don't remember all the classes of rivers, but that information is
easy to come by through outfitters and park officials (if the river is part
of a state or federal park). There are also several organizations who would
be more than happy to supply you with bountiful baskets of information.
