The BSA does not officially sanction any outfitter. The local council may
offer some suggestions. Contact the outfitters and see if they have
experience with Scout groups, then ask how much.
The last group I would ever go with is a Scout Council running a rafting
program. Here in Colorado, the local council had the highest accident rate
on the river by a long shot. They were so bad the State closed them down.
Whitewater rafting is fun and exciting and a great Scouting activity. Like
any Scouting activity, kids can be hurt. Usually driving to the activity
is more dangerous then rafting.
