Basically, anything that gets announced through _Scouting_ has already been
approved and has been sent to the local Councils 60 to 90 days beforehand.
The local Council has the right to start implementing it right away, or
waiting for the "official word" through _Scouting_ and _BL_ before implementing.
In these cases, I wouldn't look until the start of the new program year, to
give National a chance to get all of the publications out, all of the ways
that they are going to let local Councils implement the new policies and
procedures, and until key professionals and volunteers get to do the same.

Yes, there's always some grandfathering or "deadline" for movement from the
old to the new system. It's normally 18 months to two years for major
program changes, and 6 to 18 months for smaller program changes.

Normally the BSA has allowed for Scouts to use the "old system" for a period
of time before everyone has to switch over as I've stated above. I would
"continue to march" with the present advancement system (the only one we
have right now) until you receive information from your Council as to how
*they* will do the transition. By then, you and everyone else will already
read about it in _Scouting_, _BL_, and in other unofficial publications like
SCOUTER magazine, which I'm sure you will want to read!! *shameless plug*
