The CAMP was probably using obsolete requirements.

The only problem with that is the Requirements Handbook OVERRULES the
requirements listed in the individual MB Books. It (the Req book) is
updated annually, whereas the MB book is only revised occasionally. The
Req. book also has a table listing the most recent revision date of all
Merit Badge Books. When a question is raised, the info in REQ Book
should be used.
BTW, 20 MB's are either New badges (Archeology, Climbing &
Entrepreneurship), have either totally new requirements (Pers. Mgt and
ENV SCI) or have had some changes (some minor - some major) as of
01/01/98. In addition, the requirements for ALL ranks now include the
Board of Review as a specific item. Revised versions of the web pages
on the USSSP should be posted soon ( I've done the editing, but haven't
transmitted them yet.
