Since you were recently a scout yourself I have a question that I would
like to get your thoughts on. Others are certainly welcome to reply
Suppose you had some misbehavior by several scouts at a council camping
event. It involved violation of BSA policy. Let's assume it was
fireworks and no one was hurt seriously. Assume that only one scout
confesses to the incident and that is after lying to his SM and other
leaders. The scouts involved are from several different troops.
What kind of action would you think appropriate for these scouts and how
would you go about identifying all the scouts involved?
