They usually do. The problem is that the requirements (hence those
reflected in the latest Requirements Book) change more frequently than the
merit badge books. However, it is clear that the PROPER requirements are
those in the current RB.
When a Scout STARTS a merit badge, the counselor is required to make sure
he will do the badge based on the requirements in the current REQUIREMENTS
BOOK, regardless of what might be in the merit badge book either the Scout
or the counselor has in his possession.
A Scout who starts a badge under one set of requirements has the option,
until his 18th birthday, of continuing to use those requirements, even if
they have subsequently changed. On the other hand, he also has the option
of changing to the new requirements.
