I have many boys who earn badges without ever cracking the specific book.
When I teach at a MB weekend, I *recommend* the book, but I also make
certain to cover enough in my classes that the book isn't completely
Most counselors will do that, in my experience. If a requirements says,
"state THE...", the counselors will bring it up and discuss it, and then
review it later, without the boy ever needing the book.
They are, generally, important for the counselors, since BSA's wording of
lots of things isn't really clear to people who are in that field.
