Dave is correct. Youth members remain registered as youth members until
the end of the charter year, even if they age out. This has been the case
with Explorers who turn 21 during the charter year, even if their
21st birthday is in February, and they just were rechartered in January,
they are still considered
youth members until the following January at the end of the charter
period. In the case of National youth representatives, they can remain as
youth members until their 22nd birthday, so long as they do not turn
22 before their term of office ends (e.g., the national conference).
They can elect to register as adult leaders during that period, but they
do not have to do so.
