I guess I have an "old" copy of the "Boy Scout Handbook" (10th Edition), I didn't know the
requirements for joining had changed so much. The requirements for joining in this edition are:
1) Completed the fifth grade OR
2) Earn the Arrow of Light OR
3) Be 11 years old but not yet 18.
The only age requirement here is the 11 if one of the others is not met. When I was a Webelos
leader (3+ years ago), my entire den crossed-over in a February after all had earned the Arrow of
Light. This gave them about a year and a half as Webelos. Anyone earning the Arrow of Light no
matter what the age can cross-over to Boy Scouts.
