Age Requirement for Cross-over

Once again I am posting for an answer to a question. Although I feel I
already know the answer to this one.
My son is a first year Webelos. He has finished a lot of the requirements
for AOL as have most of the boys in my den, I am their leader. Originally I
had planned for them to Cross-over in Feb. 99 at the Green & Gold Banquet
but now I fear they'll loose interest if they don't cross-over sooner. Now
I'm thinking Dec. 98.
The way I interpret the "Webelos and Scout Handbooks" this is a valid
option. Boys must do/be one of two things and have completed #3 :
1) Be active in your Webelos Den for at least 6 months since completeting
4th grade OR
2) For at least 6 month since becoming 10 years old AND
3) Earn the Webelos Badge
The story goes:
A former Webelos Leader and current UC has his own interpretation, as
he always does. He thinks since he has been Mr. Scouter for 30+ years he
can and does give us a hard time. I'm not as green as he thinks. He gets
things so confused and does not feel he should ever listen to our input.
The problem he has with the cross-over is that my son will not be 10 1/2 in
Dec. 98 since his birthday is towards the end of Sept. However his boys
crossed-over in Nov. of this year and two of them were not 10 1/2 nor had
they been active for 6 month since completeting 4th grade.
According to #1 it says be active for 6 months since completing 4th grade.
Our school systems lets out in May. Dec. will be 6 months. My son earned
his Webelos this past Oct. Who is correct?
