I think I read between the lines that he intended to register. In that case,

That was my basic point, as well. In this case the lack of uniform is not a
negative, and may even be a positive. The bottom line is that he had a
reasonable explanation which was in the Spirit of Scouting, so it should not
be an issue -- it could serve as a point of departure for a discussion of
his adult plans, attitudes about uniforms as a boy and as an adult, etc.
