It's been a while since we wrote (although you are certainly more active on

There is some confusion here since the new "yellow book" is not out yet.
REMEMBER: the Merit Badge Counselor (MBC) is the most important in this
process! He should talk to the MBC. My understanding is that since he has
not started yet, he uses the new rules.
BUT !!!! Don't have him start anything until he gets his blue card from
the SM and talks to the MBC!!!
