Why is the SM acting as the bill collector? You say the scribe keeps
the records. In our troop we let the Scribe remind the boys each month
(we collect $5/month) that they still owe for last month. Works fine,
the boys generally realize that they forgot and the only question we
ever get from the parents is, "Why didn't the Scribe say something to
him the week after the dues were due?" Our response is that the Scribe
(with an assist from the SPL) reminded the boy that he had not paid on
the night the dues were due.
