Pinewood Derby Scorer/Timer

I'm brand new to the list, so if this was recently posted, please excuse
the wasted bandwidth.
I'm in charge of our Pack's Derby, to be held on Jan 31st. Our Pack has
more than doubled enrollment since last year, and the Derby last year was
hectic enough. One thing I noticed was that it was very difficult to pick
the winner on several races. This really dragged things out and created a
few mini-controversies. I'd like to make things run more smoothly this
year with the addition of either an electronic scorer or scorer/timer. To
this end, I have a couple questions:
1. Is it better to go with a scorer (picks win, place, and show without
giving time) or scorer/timer? Off hand, I can't think of any reason to buy
a timer since we have a 6-lane track and all we care about is the winner.
Please provide me with your Pack's experiences.
2. Our Pack is not particularly well-off financially, so we really can't
afford even one of the bare-bones commercial units at $225 a pop. I've
looked through the archives of Scout-L and found a couple of people
offering up free schematics from the April timeframe. Unfortunately, my
attempts to contact these folks have resulted in bounced mail. Does
anybody have a schematic for either a scorer or scorer/timer they could
