Exactly as stated above! The exception is when Cub Scouts camp with their
families, and then they can camp outside the Council camp, using an
unstructured camping program. Refer to your Cub Scout Leader book, chapter
10-page 10-6 in the new addition, for more complete details.
They stretch a bit for Webelos Scouts in that only one parent has to go; if
that parent can't go, another parent (NOT the Den Leader) may assume
responsibility for the boy. My understanding is that the ratio of Webelos
to Adults may not exceed 2 to 1.
