Two-deep leadership in cars

I have a question concerning two deep leadership that I was hoping
someone on the list may have run into in the past. Our Pack is holding
a caroling outing tomorrow at a retirement home that is a few miles from
the school where our Pack holds its meetings. Each Den is responsible
for getting its cub scouts to the outing. Each Den arranged enough
drivers to get the boys there but no one planned on doubling up on
adults in each car. One of the Den leaders said that we have to have 2
adults in every car according to the cub scout rules for 2 deep
leadership. We will obviously have more than two at the outing and all
the cars are loading up at the same time and heading over to the event.
Anyone know whether one adult is ok in the car drive to the outing if
the actual outing has more adults? Thanks for the help!!!!!
