I know a District in our Council where the DE (young, inexperienced,
untrained) and the DC spend days and hours on the road recruiting new units,
but we have no Unit Commissioners. So the units, particularly the weak ones,
have only these overworked individuals to go to for advice, but the DE and DC
are always on the road recruiting new units.
It is almost like the charity worker who spends most of his time on the road
raising support so that he can afford to spend most of his time on the road
Unit Commissioners are supposed to be the folks to whom the units can go for
help and assistance. Without them the units are left out there hanging
without the help they need.
If they are going to Deliver the Promise then, hopefully, training and print
resources from BSA will have to suffice in the absence of human resources
which are available to get them over the bumps in the road and pitfalls along
