Kevin: First, Congratulations on being that close to Eagle.
On your question, there is NO requirement that you have a
religious person included in your list of references or that
you have a letter of recommendation from one. Just leave that
line blank. I've had several like that. I'm assuming
from your original note that you are not an atheist, but just
don't have any church affiliation. I'm sure that if you've
gotten this far, you'll have plenty of people to use as
references, and who will give you a letter of recommendation.
You will most likely be asked, in your Eagle BoR, to explain
the 12th point of the Scout Law, your understanding and
interpretation of it. But, again, assuming you are not an
atheist, that should be no problem.
