The recipient chooses when and where - and whether - the beading ceremony
will be held. If the recipient doesn't want a ceremony, it should be his
or her choice.
The only reason the "current woodbadge leadership" (whatever that means)
should be concerned is because beading ceremonies are great opportunities
to promote the course, and they hate to miss such an opportunity.
