In February, 1988, the National Executive Board of the BSA eliminated
gender restrictions on adult leaders. In other words, women were
allowed to fill the previously restricted "male only" positions of
Scoutmaster and Webelos Leader. By 1989, the Order of the Arrow had
changed the O.A. Handbook to reflect this new rule and I believe 1990
was the first year in which adult women were nominated. But it could
have been 1989. Does anyone know for sure?
