I think the NATIONAL answer to this is easy. As far as I know, national
has NO requirement for ANY adult to take YP training, EXCEPT for those
attending national events: Jamboree, NOAC, Philmont, high adventure, etc.
Any other REQUIREMENTS are set at the council or unit level and, thus,
would differ by locality. Thus, you really need to know whether YOUR
council requires YP training, and which adults it requires to be trained.
