My opinion would be that the minister would/should NOT be required to view
the Youth Protection tape(s). However, I'd let him (or her - since we are
talking Protestant Churches here) know about the tapes. They might want to
view them anyway.
The Religous Award programs are being done in the Church, not in the BSA.
We should not impose our own YP rules onto any other organization. But
that does not mean that we do not let them know about our own rules.
Frankly, when my church was working up some YP rules, I brought in all of
the BSA 'stuff' and presented it to the others on the evaluation board.
We would up writing nearly all of it into our churchs' own rules. Can't
fight a good thing.
