Boy Scout Recruiting help and ideas

I need some help. I have been asked to help lead a one hour class on
RECRUITING SCOUTS this Saturday at our Council Scouting College. I know it
is quick but they asked me because of a new Webelos To Scouts program that
I initiated in our District. Although the session is intended for recuiting
Scouts at all ages, the organizers want me to spend a majority of the time
on recruiting Boy Scouts.
I have a lot of stuff on Webelos crossing over to Troops but very little on
recruiting boys not involved with Cubs.
What I am looking for is:
1. Statistical data that tells how many Boy Scouts came from Webelos
compared to Scouts that did not crossover from Webelos.
2. Percentage of Scouts that stay in Troops after their first year.
3. Ideas for recruiting new Scouts outside of the Packs.
I am a little uncomfortable with this subject because I spend more time on
improving program quality than I do in Scout recruiting (outside of Webelos
crossing over). Even on my District Membership Committee we preach "Quality
improves Quantity". But I also know teaching is a great way of learning.
After this I am going to look for a class on how to say no.
