The subject of young Eagles is a MUCH debated issue, both
here on the list and elsewhere.
My opinion is 12-13 is too young! 14 is marginal!
I speak from both District and Troop perspectives.
There are always exceptions. One can always make a point
for a specific individual being qualified. (Just as you
can make a point for a 16yo that is not qualified).
National does us a dis-service, by not taking the decision
out of our hands. They have repeatedly been asked to set
a minimum age of 14 or 15. The problem is not with the
boy that is 13 and definitely qualified; the problem is
with the boy that is not (or is marginally) qualified, but
who is being pushed by parents or others. By setting a
definite minimum age, they will level the playing field.
The boy that is definitely qualified will not be penalized;
he will understand the rules and still get his Eagle. The
boy that is not qualified, will have a chance to develop,
and still get his Eagle.
