Eagle Project - Part 2

Thank you all for your comments regarding my inquiry on how other Troop
COmm's are handling the "approval" aspect of a scout's proposed Eagle
project. It provided me with a necessary "reality check" & some wonderful
ideas from all of you.
Now "Part 2" [which is more brief].

Frankly, we were shocked that any part of the Scout's Eagle application is
"closed" to the SM. And we wondered if this policy has come from National or
if it's just local. This even caused a recent problem when a Scout was told
he has to submit another letter of recommendation from his pastor - our SM
couldn't help with this obstacle since he wasn;t allowed to see the letter, &
the Scout was upset as he didn;t understand. Turns out the Scout attends a
private religious school where the Headmaster is also the pastor, but Council
Office didn;t understand this & had rejected the letter automatically because
it was signed by his "Headmaster" & not his "Pastor" - had our SM been
allowed to see the letter he could have easily explained to Council that the
headmaster & pastor were one & the same.
We have a whole flurry of Life Scouts right now who are finishing their road
to Eagle [approx. 6], which - I know - is a wonderful situation for us to be
in. But since it has been a couple years since we last had an Eagle, we are
encountering some of these interesting & new problems. When I mentioned this
List to our SM, he was very enthusiastic in having me seek out advice from
all of you.
