Cash and the Council (Soap Box)

For a long time I have lived by this little rule: Silence is Golden
and he who has the Gold makes the rules!
Yes I do think that in some dark and damp corner of some old BSA
guide and rule book it states that all fund raising activities are to
be approved by the Council, but I think it also states that every
outing is to have a "Tour Permit", only the current QUA is to be
worn and a BOR is not an examination and the BOR is NOT to RETEST the
candidate (page 16 National BSA Advancement P & P) but as we have
seen this is not a perfect world.
So it may not be the politically correct thing to do but as many units
do keep your private fund raising in a "Council Stealth" mode. I
have yet to hear of a Council stopping a proper fund raiser and if
for some reason they give you grief, let them have 2% of the profits!
Time to step off of the Soap Box.
