It says to encourage him after he has completed Wolf. It does not say he can't
start earlier. You shouldn't push the arrow point electives until he has
completed Wolf. You are to encourage him to go for it after Wolf so that he
does not get bored once reaching rank.

Once again it says he may work on electives. It doesn't say he can't work on
them earlier. Again the emphasis is to keep the boy active after reaching rank,
you should put the push in to work on electives.
