I'm about 900 messages behind in my Scout-L reading, so forgive me if this
problem has been previously posted. I am desperately seeking the advice of
this wonderful group.
Had two brothers who were very active in my Pack. The older brother earned
his AOL and crossed-over to Boy Scouts last Feb. The younger brother, who
is currently in the 5th grade, was in a den that, for a variety of reasons,
folded last June. Also, for a variety of reasons, I did not know that the
den had folded. The Mom called me last week and informed me that (1) the
den had not met since May, (2) the younger brother had met all the
requirements for AOL, (3) he was over 10 1/2 years old, (4) he was very
interested in moving on to Boy Scouts to join with his older brother (he has
already been going to all the meetings) and (5) the Scoutmaster was willing
to accept him early into the Troop. She asked me if I would do an early
AOL/Crossover ceremony before younger brother lost interest. I told her
that I had no problem with doing that, but I wanted to check to ensure that
he met the eligibility requirements for Boy Scouts.
Those of you who are much more knowledgeable than me probably already see
the problem. I had always thought that the AOL requirement was 6 months
active participation in a Webelos den. Upon closer examination, I
discovered the "since graduating from the 4th grade" verbiage.
Am I mis-interpreting the requirements or do I have to tell this boy that he
does not get the AOL because the adult leadership has not provided him with
a den this school year? Do I have any discretionary flexibility here?
Without the AOL is he eligible for early cross-over to the Boy Scouts?
If a boy takes a "summer vacation" from Cub Scouts and returns for the first
Pack meeting at the end September, does this make him ineligible for AOL at
the Feb Blue & Gold?
I look forward to your collective wisdom on how I might deal with this
