Wow, I wish I had your problems.
The Webelos Scout wears both devices since he earned both awards. He
will continue to wear this knot as a Boy Scout, Explorer, and Adult
Scouter with all devices earned as a youth.
When he earns the Boy Scout level award, he will add the Boy Scout
device and wear the knot with all three. When he earns the older Boy
Scout/Explorer level award (if there is one for his faith) he will
add the Explorer device and wear all four IN ONE ROW CENTERED ALONG
THE HORIZONTAL AXIS OF THE SQUARE KNOT, NOT IN THE CORNERS. Who's
running the Scout Shop, anyway?
Now, the unofficial part: Wear the highest to lowest devices
signifying the respective program levels from the wearer's right to
left--similar to wearing service stars. It's just good uniforming.
