5. When both the participant and the ticket counselor agree that the ticket
has been completed to the best of the participant's ability, the course
director is notified, and the counselor contacts the council leadership
training chairman or the Scout executive (or his designee) with the
recommendation that the Wood Badge application be submitted.
It does not state any particular means for determining this, other than the
guidelines for ticket counselors on page 37 recommend casual and informal
contacts and letting the participant evaluate his or her performance in
attaining the objectives and the use of the leadership skills.
So it really is between you and your ticket counselor. Whatever means makes
you both comfortable and gets the job done is OK.
