How long for rank?

I have a potential problem brewing and I need some advice on what to do.
There is a boy in my pack who has only one thing left to do to earn his
badge of rank, Wolf. He has only had his book for about 2 months. I
think it is great that he has done all his requirements and I have no
doubt that he has. The problem I have now is he is chomping at the bit
to get to the Arrow points and I'm afraid he is going to run out of stuff
to do before he becomes a Bear.
He has already done some of the Arrow point requirements and I told them
the Arrow points were for after he had earned his badge of rank. They
erased the arrow points. This is not a family that thinks "my son has to
be the first or best." They just do things together. How do I keep the
kid interested in being a Scout if he races through the book?
I am also worried that those parents who do think "my kid has to be first
or best" will race their kid through the requirements just to catch up.
I have not run into a kid finishing so soon and I am afraid he will
become burnt out on Scouting. I want to avoid the problem before it
happens. Any advice???
