Where it's in the by-laws, I think they should do a legitimate board.
That said, there is some "repair" work that needs to be done here. The
CC (and maybe the whole committee) should have a good talk with the SM
about ignoring so significant an issue as BoR rules. In fact, it should
be the SM that tells the boys that they will have to do a Board again,
explaining that he made a mistake the first time, stressing that the
by-laws apply to everyone, always, except in case of emergency which
this was not.
We, and probably every Troop, always have problems with Scouts
scheduling Conferences and Boards. Here's our solution. At our meeting
place, we have a Troop bulletin Board. On it is posted a Conference and
Board signup sheet for the whole year (as well as the dates of the
Courts of Honor). They are basically scheduled alternate weeks. Scouts
must sign-up in advance.
