copy of the requirements book which lists rank and merit badge
reuirements, as well as other things like the 50-miler and BSA

Excellent idea! No, you don't have to be an expert. You do need to
have a reasonable knowledge and some enthusiasm for the subject. My
district has a space on the application so you can explain why you think
you're qualified. It's only two 6 1/2" lines on the form for each
badge, so you don't have to write a whole dissertation.
Yes, you can volunteer. You can also pick up a small pamphlet printed
for merit badge counselors which explains what is expected. You can
read the whole think in less than five minutes and it's free.
