It's true that the military gives permissive TDY. But perhaps with
the recent emphasis on volunteerism, perhaps your company can institute
a community involvement program.
Just look in the "pursuit of excellence" books, companies realize
their community responsibility and give their people time off and some
even pay for materials, etc.
This appears to be an opportunity for your company to realize that
their employees need off work involvement to relax, and relieve stress.
It looks like you might be able to start a company program or policy to
allow time off for volunteer work.
Contact a local United Way, Red Cross, and see if there is a volunteer
resources staff member to help your company develop it's policy.
