What your would-be SM is describing is a "New Scout Patrol." This patrol
keeps the new scouts for a year or so, and should give them their own SA
and an older "Troop Guide" to show them the ropes. THus, they're not
immediately thrown into the "sink or swim" atmosphere of a good boy-led
troop. In the first year, most of them will attain First Class rank.
The NSP concept also keeps hazing by the older scouts to a minimum.
Some troops divide the scouts after the first year, others keep the
patrols together forever. Both ways seem to work.
