My previous answer gave what you can do and has been done
by many others. I thought I should add a bit more.
A>Real Situations in Many Troops
Many Packs use DenChiefs in order to have the scout boys tag along
with their parents, for crowd control, to earn another easy award,
and help occasionally due to the DenChiefs scouting knowledge.
The Troop Adult Leadership doesn't participate, or want to participate
hardly an iota in order to stay out of the DenLeaders / Packs turf.
Successful usage of a DenChief in this situation is variable depending
mostly upon the Den Leader and less upon the Scout.
If it works it works. Do as you wish since others do is a bottom line.
Often the younger boys 11-13 are better scouts at scouting basics so
they are more motivated. For them I sense it is an ego thing of =
importance leading where they used to be led plus some Den Leaders
do more fun things than Scout Leaders. The younger boys are also better
because in the Troop they are learning things on the way to 1st class
or just past so their retention is better and they are happy to show off=
This is why I stated in this type of a condition of DenChief usage do =
what you want and try to make it work as best you can. Please give him
his badge of office while serving, the DenChief Book, and his award of =
accomplishment after he has faithfully served.
Have your Den Leaders PULL the Scout Adults to help you when you =
need them or just want to see what they look like.
B>Preference #1: (MrDave's Ideal Troop/Pack)
^-A DenChief ASM from the scout troop should monitor the use
of the DenChief and guide both the DenChief and the Den Leader
in how to utilize the DenChief's knowledge. This works for
Tigers, Wolfs, thru 1st year Webelos and maybe 2nd yr.
I might use several DenChief ASM's that will also serve as
Parent/Coach Counsellors for 2nd yr Webelo guardians.
The DenChief ASM will know when to pull the boy because the
DenLeader is pig headed and only wants to use the boy for window
dressing and only when the DenLeader wants to use him. This too
will work its way out in one way or another.
The DenChief ASM will occasionally stay with the den to watch
and guide the DenChief in his leadership assignment. They will
also review the DenChief book together which is training.
The DenChief ASM has to be chosen carefully. Often times an older
Mr/Mrs/Ms that has older children will work best since the Den
Leader usually has younger kids and another bond is thus formed.
^-For 2nd yr Webelos I would ask appropriate Troop Adults to volunteer
to serve as next years NP-ASM to guide the DenChief, DenLeader, and
form a comfort bond with the 2nd yr Webelo parent/guardians.
These boys and adults are closest to being in Boy-Scouting so my =
spirit is already pounding for 100% Crossing and Staying.
^-I would want to find an ASM place in the Troop, or on Committee for =
the current 2nd yr Webelo leader so he/she felt good about moving up.
Would also let them know about the next SM Fundamentals class.
^-The Troop Survey for these 2nd yr Webelo parent/guardians would
casually be started. We will complete it just after NewYears.
^-Troop/2nd yr Webelo Outings that would foster mingling would be planned=
and a fund raiser after NewYears for their future boyscout accounts.
