NQUA '97 for Packs

This may have turned up here before, but it was (good) news to me, so I
thought I'd pass it along. Even my DE wasn't aware of the change.
The sheet to apply for the 1997 National Quality Unit Award had ***5***
starred items, meaning required for the award, where there had been 4 in
years past. Added was the REQUIREMENT that you recharter with more boys
than in 1996. A noble goal, but NO Pack can keep that up forever. My
council confirmed the requirement as recently as 2 weeks ago, and said that
if I didn't like it I should write National.
... well, I had to talk to National anyway... so I called. According to
Mike Childres' office (Mike is Director of Council Ops), the "recharter
with an increase" requirement (#8) was DROPPED in January of '97, after
numerous complaints. A memo to that effect went out to all councils, but
the sheets were not reprinted.
Well... my council says that they didn't get it, and I don't know how many
Packs missed the NQUA award this year because of this.
Thought y'all might like to know.
