The people in the troop I am in do the following.
They remind parents/guardians personally that when their son
outgrows/moves out of his shirt, belt, or neckerchief that they
will buy it. 5$ for a Shirt, 1$ for a neckerchief or belt. =
I.E. Garage Sale/Salvation Army Donation sheet type pricing.
They offer to new parents/younger scouts, who are growing =
or moving up the goods for the same cost. Again the communication
is done personally by the uniform exchange adults and others.
Its been very effective with cubs through Arrow Of Light and
not so successful yet at scouts. We will soon see how it works
in scouts as a few of the current 2nd year scouts will be growing
out of their shirts very soon.
In another troop I wanted to include Boots, Books, almost
anything similiar to college trade-ins even for boys who
stopped scouting to help newer less fortunate scouts.
Sometimes a boy can out grow a set of boots before he has
gone on two campouts. (My son)
This other troop had a very dynamic scout account so that
less wealthy scouts/families could afford scouting via
participation in troop or patrol fund raisers and take
draws for scouting gear.
The secret in both of these troops was the one or two people
that took the time to keep it going, and a locked cabinet.
