The benefits of teaching CPR outweigh possible drawbacks. Using the
arguement of strength, I would put an age limit of 15 for lifesaving merit
badge because most younger scouts are not strong enough to perform swimming
rescues even with equipment.
If any change is made it should be to specify that the 1st Class scout
should be certified in CPR in accordance with either the American Red Cross
(ARC) or the Americian Heart Association(AHA). This certification should
replace the CPR requirements included in the merit badges because they
specify no standard (i.e. Swimming MB perform CPR on a manequin for 3
minutes) In some instances only one or the other is available. AHA is
primarily used by the medical community and geared toward them. The ARC is
geared toward the community.
