I wrote to Carl and the list about when Tiger Cubs started. I had to pull
down my "four-pound binder" to find the BSA's historical highlights.
Here's the correct information, Carl:
"Under the Shaping Tommorow initiative (headed by the Deputy Chief Scout
Executive), projects addressing the BSA' contributions to the solutions of
the "five undesirables" was launched in January of 1982. Those four
programs were fieldtested in nineteen local Councils in three of the six
Regions. They were: Prepared for Today (a latchkey child program), Bear
Enrichment (the adding of additional acheivements and the revision of the
Bear Handbook), Exploring Marketing (yet another national marketing toolset
to support growth of Exploring in areas that previously tried Exploring and
was unsuccessful in getting it forward after launching )
and the Tiger Cub Scout program.
"By the fall of 1983, the Tiger Cub program and the Bear enrichment program
were implemented in all of the BSA's local Councils as well as through
Direct Service. Prepared for Today was relaunched in the spring of 1984 and
the Exploring Marketing program was shelved and relaunched later (1986)."
Sorry for the wrong dates...the above are the correct ones. This was taken
from the BSA's Annual Reports from 1984 and 85.
