The Scouts might feel awkward having the rope watch team set up,
but I see nothing wrong with having people serving in the SSD positions.
The rope team could be stationed near the facility's equipment which is
usually hanging on the wall.
We've done it with adults watching Cubs at a municipal pool several
times and unless someone knows what to look for, it's not conspicuous. It
is, none-the-less, a good feeling to know that no one goes under water
without several people watching for them to pop back up.
It's definitly more than a liability issue. NO ONE wants to have
to be the one that says oops.
