Would your troop also institute a "policy" that no badge of rank can be
worn until the Scout has reached Life Scout? Recognition is not only for
advancement, but for each step toward advancement. Of course, the Scout
is proud of his first merit badge. It is a symbol of accomplishment. He
should be allowed to display it proudly and without fear of harassment.
Your troop needs to eliminate the display-no-less-than-six "policy" and
review the national policy regarding hazing.
