I know nothing of BSA policy but I and my son have blankets which
we take to Scout camps with all our previous badges sewn on them.
My son's blanket was given to him by his grandmother and she cut a hole
in the middle of it and sewed a knit collar like a polo neck to it so that
wear the blanket as a poncho or use it as a blanket.
In this way we can show off our former accomplishments without
overloading our uniforms.
