Smoking at BSA & Cub events

Yes this age old problem is back. We held our annual AKELA Cub
Campout for Cubs and parents in our district last weekend. Over 1000
cubs and family members attended this event at our Council Camp.
We will have our 2nd weekend this weekend and we are expecting over
700+ to show up. (We had to divide it into two weekends due to the

Some of the parents have asked why we allowed the smoking. This is
the answer I gave "BSA has a NO SMOKING policy on BSA property and at
BSA events. Please if you see someone smoking remind them of this
policy." Sounds simple, but boy is it hard to enforce.
We also had our Camporee this past weekend, and yes we had a few
leaders who had to light up!
Any suggestions from the group or has anyone had this problem.
