Eagle BofR and an "incident"

I was at an Eagle Board of Review last night for a young man in Brick, NJ.
(Jersey Shore Council, Whispering Pine District) I brought up the topic of
"legal run-ins" in the form of a question to the candidate. Much along the
lines of "say a Scout was involved in a very well publicised legal
incident that involved Juvinile Court.... Do you feel that the topic
should be brought up at an Eagle Board of Review and if so in what
His answer fit along with everything that other contributors sent out to
the net (I told him that, too). His first comment was regarding Juvinile
Court Records being sealed - which surprised me. I did not think that High
School students really knew that. His next comments were in regard to
determining the Scout's growth since the incident. Another leader on the
board tagged along with another question: "You are that Scouts'
Scoutmaster and now have to write a letter of recommendation. Could you do
The candidate's answer was, at first, "well it could be hard", then after
thinking more about it, and some prompting from the board, he came up with
the concept that it really would be a great letter to write for he could
talk about the progress and growth since the incident.
So, thanks to the list for a timely topic that I borrowed for the Board of
Review. BTW, the new Eagle Scout is the son of an Eagle and the brother to
