I'm a Catholic Advancement Chair in a Catholic-sponsored, mostly
Catholic troop. I find it hard to believe that the boy couldn't attend
at least one COH in a year's time. How often were CCD classes held?
CCD doesn't run through the summer. And I know many CCD teachers who
would be delighted to hear that a student was advancing in BSA and
deserved to attend a COH. The people I know would all release him and
arrange to make up any missed classes. In fact, most would probably
tell him not to worry, unless the missed class was essential preparation
for Confirmation. So, I find CCD classes hard to swallow as a reason
for missing a COH.
That being said and given all the other information supplied, as
Advancement Chair here, I would see that the boy received the
asvancement asap. I think that I would like a sort of "off-the-record
BOR" just to introduce the Scout to the other adults and get to know him
better. But I would definitely fill out an advancement form with all
the information from Troopmaster, take it to the office, and pick up
everything the Scout had earned. I don't beleive anyone in my district
or council office would have a problem with that.
