I did not realize there was leeway written into the uniform. I know a
troop can adopt an activity uniform, but the Scout Uniform, as I
understand it, consists of shirt, pants, belt, socks. Head cover,
and neckerchief are at the option of the troop. If there is leeway in
the pants, I am interested to see this. I have always read that Scout
pants (short or long) are just as much a part of the uniform as a shirt.
