How Do You Form Your Patrol?--No Philosophies--Just The Facts

My Troop is just 3 years old. The troop was started with 5, 11 year old
boys. I started with a single patrol and have worked up to a current
troop size of 31. We have 5 patrol of boys. My SPL is 16 and his ASPL
We are having some discussion amongst our Scoutmasters on how a patrol
should be put together. We are discussing these two ideas.
1. The boys elect the SPL from the general troop. Next the boys group
themselves into their own
patrols. They elect their own PL and he appoints the position within
2. The boys elect the SPL from the general troop. Next the Scoutmasters
assign older scouts (13-16) with boys (11-12). The older boys become the
PL and then appoints the positions within their patrol.
Idea one we feel has a "boy led troop run" feel. Idea two helps promote
"leadership" in the patrol by having the older boys "mentor" their patrol
We are looking for how YOU tackle the problem of putting patrol's
together. WE WANT TRUE
STORIES ONLY We have had may philosophical discussions about this
already and I can't take it anymore.
